COHERENT DEGRADED CRITICAL SEAT COHERENCE 1995 YEAR PRESSURE 0% ORIGIN: 1960
Seat Pressure
Institutional Response
The pilot flew the aircraft. Intent = the arrival.
The regulation encoded the standard. The standard compounded.
Documentation grew. The judgment didn't reach the seat.
The system did not fail. It started certifying.

Institutional Responses — FAA/Congress Side
Counter-needle shows cumulative regulatory reform responses.
Every response originates from the hours or certification side.
None restore the formation event between the aircraft and the judgment.
The gap between the needles is the formation deficit.

Formation Degradation — The Seat Breaks
MECHANISMTHE VERBTHE BREAK
The Zero-Flight-Time Type RatingObscureThe type rating that was flown in the aircraft is now completed entirely in the simulator. The box certifies the pilot to fly the box. 1970: 80% actual flight in type rating, 20% simulator. 2024: 90% simulator, 10% actual flight, zero flight time type rating available. The formation event — the hands that have felt the aircraft in the envelope — is now optional. The pilot who has never hand-flown the aircraft in certification holds the same certificate as one who has.
The R-ATP WaiverFragmentThe 1,500-hour rule written after Colgan has a waiver path. Restricted ATP at 750 hours (aviation degree), 1,000 hours (military), or 1,250 hours (aviation program) is staffing regional jets in 2024. The passenger who believes the 1,500-hour rule guarantees the formation event is not wrong about the rule — they are wrong about whether the rule is in effect on their flight. The formation deficit becomes predatory when the condition is not named.
The OpSpecCompressOperations Specifications per carrier: dozens of pages in 1983, thousands in 2024. A single OpSpec A008 runs 40 pages. C048 runs 20 pages. The authorization surface that defines what the airline may do has grown 100x. The formation event — a pilot who knows what the aircraft can do and when the operation is safe — is now surrounded by a compliance surface that requires a scheduling department to interpret. Judgment is computation. Fatigue is an FDP calculation, not a felt state.
The ASAP ReportInvertVoluntary Safety Action Program reports per 1,000 flight hours: 2.1 in 2010, 7.4 in 2022 — 3.5x increase. ASAP was designed to surface formation failures that the formal chain cannot capture. Its growth is not a sign of increasing safety culture. It is a measure of increasing formation deficit: pilots reporting their own gaps through a voluntary system because the formal compliance chain does not see what they see in the seat. The safety report is the formation deficit speaking. It is growing every year.
