The greatest damage to control language happens when it is replaced inside the window where intent is still being formed.
Any substitute — legislation, technology, compliance, methodology — causes the same damage when it occupies formation space without carrying intent.

Control language earns its place on the sheet. Documentation describes what was decided.

When you replace control language with any other language while intent is still malleable — a form, a token, a checklist, a searchable answer, a cloud POS — you don't lose a document type. You lose the room where intent is forged.

A line had to earn its place. The medium enforced that. The medium changed.

Why Construction Was the Proof Case — And Why It Cannot Be the Sole Fix

The output is physical. Excess concrete has mass. Excess steel has tonnage. A cubic yard of surplus material poured because the load path was over-specified cannot be disputed or reinterpreted. It is there. Construction is the only domain where a formation failure leaves a weight you can put on a scale and a date you can put on a drawing.

The carrier had a name. Drafting was the specific carrier of intent from the engineer's judgment to the field's hands. When that formation process left the delivery chain, the carrier left. The mechanism is traceable to a specific lingual exchange that was progressively removed — not gradually degraded, not slowly eroded, but removed — beginning at a dateable point on the timeline.

The cost is independently sourced. BLS, Census Bureau, AAA, ICC, IBC — every data series is third-party and verifiable. The $6.38 trillion and 1.94 billion tons are conservative figures derived from public sources. The argument does not rest on estimation. It rests on what was measured, by others, for other purposes, that happens to describe the same mechanism.

But construction is not the condition. It is the specimen. The same mechanism — a formation window occupied by a substitute that cannot carry intent — is running simultaneously in medicine, law, education, music, insurance, software, food service, and criminal investigation. Restoring the drafter does not restore the doctor's formation event, or the agent's, or the teacher's. Each domain's window is occupied by a different substitute. Each requires its own restoration. Construction proved the mechanism could be measured. The other instruments show where it is already running.
