The Accountability Review Board	Invert	Turned accountability into forensic investigation after the fact. The ARB that convenes after an attack produces recommendations that address the security environment, not the formation environment. 193 recommendations across 19 ARBs since 1988. None address the question of whether the officer's field intelligence reached the decision maker before the attack.
The DS Footprint	Extract	Diplomatic Security grew from 1,000 direct-hire staff and $200 million in 1998 to 3,488 direct-hire, 51,347 including contractors, and $4.8 billion in operations by 2017. The Political cone remained at approximately 1,200 officers — static. Protection ate formation. The security apparatus that was built to protect the officer in the field grew to outnumber the officers doing the work the security apparatus was protecting.
The Unaccompanied Post	Fragment	A one-year tour without family below the 24-month formation threshold. When tour length drops below 24 months, the formation event — the officer building the relationships, the language fluency, the contextual reading of a specific country — does not transfer to the next officer. Twenty posts designated unaccompanied in 2002, 15 in the Muslim world. The average Muslim-world tour: 25.2 months. Already below the threshold where formation travels.
The Fifth Cone	Dilute	The 1999 USIA merger added Public Diplomacy as a fifth cone, distributing the approximately 6,200 generalists across five equal pools of roughly 1,200 each. The 2007 new class: Political 27, Economic 11 — formation cones 38. Management 14, Consular 13, Public Diplomacy 20 — support cones 47. The inversion was complete in the first new class after the merger. Fewer formation staff, more management and compliance overhead — the same pattern found in every other domain.
